The Ministry of Energy has issued the Ministerial Regulation, Designated Building Type and Size and Standard, Criteria and Method for Energy Conservation Building Design B.E. 2563 (2020) to supervise and control the design, construction, retrofit or change the use of buildings to have efficient energy consumption and keep up with technological changes. Evaluation of energy conservation in building design for energy conservation will also be required with the building permit application to proceed with the construction, retrofit or change of use of the building according to the Building Control Act under Section 8 of the Building Control Act B.E. 2522 (1979). Moreover, the Notification of the Building Control Committee, Ministry of Interior, regarding the enforcement of the Ministerial Regulation, Designated Building Type and Size and Standard, Criteria and Method for Energy Conservation Building Design B.E. 2563 (2020) with the Building Control Act B.E. 2522 (1979) was announced in the Government Gazette on January 24, 2023 (effective from the date following the publication in the Government Gazette). The Ministerial Regulation stipulates that any building to be constructed or retrofitted with a combined area of 2,000 square metres or more on all floors in the same building must be designed to conserve energy according to standards, criteria and methods prescribed by the Ministerial Regulation for nine building types as follows: (1) Theatre according to the Building Control Act (2) Hotel according to the Hotel Act (3)Entertainment establishment according to the Place of Entertainment Act (4) Hospital according to the Medical Facilities Act (5) Educational according to the National Education Act (6) Office or Corporate Building (7) Department store or Retail (8) Condominium according to the Condominium Act (9) Convention Hall according to the Building Control Act.
